Can't connect more then 2 monitors to Mac Pro late 2013

Wondering if anyone had this issue and found a solution.

The Mac pro (late 2013) model i have would not work with 3 or more monitors no matter what i do. Even if the are all connected to separate buses. Only 2 would work at one time. When i shut off the working one, the non working one turns on.

They are connected:

Computer -> thunderbolt to HDMI -> monitor

Computer -> HDMI to DVI -> monitor

Configuration and connection cable is not an issue here because i have tried many different way to connect and different types of monitors.

Have just replaced a new video card, and the problem still there.

is there anything i'm missing, or doing wrong?

any insight is aprisiated!

Macs cannot produce interfaces to more than two "legacy" displays at Voltage levels needed to keep them from dropping out. You need an ACTIVE adapter for some of those display to run more than two (including the built-in HDMI, which counts as one if you connect something to it). "legacy" displays are other than DisplayPort and Mini DisplayPort

ACTIVE adapters have signal re-drivers in them, which is why they cost more. As long as you stay under 1920 wide, you do not require the very expensive Apple Dual-Link DVI adapter, US$100.
